ORDINANCE NO. 190 <br /> AN ORDINANCE ESTABLISHING A MORATORIUM <br /> ON THE GRANTING OF VARIANCES FOR FILL AND <br /> EXCAVATION PERMITS OR OTHER AUTHORITY TO <br /> ALLOW FOR FILLING OR EXCAVATING IN ANY MAN- <br /> NER IN ANY OF THE MARSHES AND WETLANDS <br /> IN THE CITY OF ORONO <br /> THE CITY COUNCIL OF ORONO ORDAINS: <br /> The Municipal Code of the City of Orono is amended by <br /> adding Ordinance No. 190: <br /> Section 1. 5tatement of Policy. The Council finds that <br /> the City is presently faced with the potential of numerous filling <br /> and excavating permit applications for filling and excavating in <br /> the marshes and wetlands of Orono, and it is necessary to adopt <br /> amendments to the Zoning Code in order to achieve the goals of <br /> providing the City with satisfactory tools to guide filling and <br /> excavating in marshes and wetlands and to enable property owners <br /> to develop new uses which are not adverse to marshes and wetlands. <br /> The Council also finds that such amending is a process that cannot <br /> be accomplished until numerous detailed studies have been completed <br /> and hearings held. During this interim period, it is desirable <br /> that the Council establish guides for the benefit of those who <br /> wish to develop property in order to bring about savings in public <br /> and private expenditures and to provide to the public guides to <br /> future City action. <br /> The Council determines that there is an urgency involved <br /> because of the need to control filling and excavating in marshes <br /> and wetlands during the interim period so that the benefits of <br />
