(1) Adversely affects the benefits and desirability of <br /> occupancy; <br /> (2) Diminishes the stability and taxable value; <br /> (3) Prevents the most appropriate use of real �state and <br /> resources and the most appropriate development; <br /> (4) Produces degeneration of property; <br /> (5) Produces adverse conditions on �he publi� health, <br /> safety and welfare. <br /> 34. 97�5 The Planning Commission and City Council may from time <br /> to time amend or vary the application and review procedures <br /> and the amount and type of documents to be presented. <br /> 34 . 976 Final Plan Review. <br /> (a) Before a Building Permit is issued for any structures <br /> within the proposed site, Final Plan of one or more <br /> stages in accordance with Buildzng Permit requirements and <br /> requirements contained in this section, shali be su�mitted <br /> to the Planning Commission for rev�ew and recommendation and <br /> to the City Council for ap�roval . <br /> (b) ° A Final Plan snall be sub��itted with an applicatian for <br /> Final Plan approval �•�ithin ninety (90) days after City <br /> Counci pl a groval of the Preliminary Pian unless a written <br /> request for an extension is su�mitted by the appiicant. <br /> If an application for final approval or a request far an <br /> extension is not received with ninety (90} days, the <br /> Preliminary Plan will be considered abandoned and a new <br /> application for a Preliminary Plan must be submi.tted fQllo��v- <br /> ing the Preliminary Pian procedure. There shall be maxiraum <br /> extensions of not more than one (1) year. <br /> (c) The application for Final Plan (ar for any stages of <br /> the Final Plan) approval shall be accompanied by a legal <br /> description of the total property together with copies of the <br /> following plans and data: <br /> (1) A plan with locations of all structures including <br /> placement, size and type with existing topography <br /> showing two foot contour intervals or spot elevations <br /> on a one hundred (100) foot grid if such contours <br /> are over one hundred (100) feet apart. <br /> (2) Final architectural plans as required for building <br /> permit application.
