(b) The Planning Commission shail be responsib.le for evalu- <br /> ating the project in terms of maintaining the desirable char� <br /> acter of the City, the neighborhood and szte. The Flann�ng <br /> Commission shall forward to the City Council its recommenda� <br /> tions based upon evaluation of the follo�ing considerations : <br /> (1) Relationship to thc Res�urce Comnonent Analysis : <br /> Are the features preserved, protectcd or <br /> enhanced; or are they diminished, destroyed <br /> or exploit�d? _ <br /> (2) Contribution to the existing desirable qualities <br /> of the neighborhood : <br /> Are the local factors af traffic movement, <br /> safety, convenience, appearanc� and ge�zeral <br /> cha.racter strengthened? <br /> (3) Tntegration of the various site components : <br /> Are the locations and arrangements of the <br /> various development elements functianally <br /> and aesthetically related to each other_ as <br /> well as to th� neighborhood setting? <br /> (4) Implementation of the City 's Comprehensive Plan <br /> and specific Community Objectives : <br /> Does the project help correct a deficiency <br /> in the balance of community or neighborhood <br /> � development? <br /> Does it integrate or provide a transition <br /> between otherwise incompatible areas of exist- <br /> in5 or proposed development? <br /> (5) Compatibility �vith characteristics af adaacent <br /> development: <br /> Are visual features, such as overal] scale� <br /> bulk, height, building materials � Iandscaping� <br /> color, and open space in harmoney with each <br /> other and with surrounding development? <br /> Are essential but adverse huilding and site <br /> elements properly screened or obscured from <br /> neighboring property and public places? <br /> (c) A finding that any of the above does or does nat exist <br /> shall not solely be cause for a project ta be unacceptabl�, <br /> but further that it is of such a nature as to produce one <br /> or more of the following harmful effects on occupancy of <br /> the proposed development or on immediate or neighboring <br /> areas : <br /> -13- <br />
