Future Amendments . The RS District regulations adopted by <br /> this ordinance represent an innovative attempt to solve the unique <br /> problems relating to historic use and previously platted substandard <br /> lots on the islands while at the same time assuring the property owners <br /> of continued reasonable use of their property. It may be found by <br /> subsequent City Councils that this ordinance was not restrictive <br /> enough to protect the health , safety and welfare of the citizens and <br /> that new development potential granted to property owners by this <br /> ordinance may have to be modified. Therefore, no new development <br /> rights granted by this ordinance shall be deemed to be vested property <br /> rights but shall remain subject to future modification by the City. <br /> Section 3: Official Zoning Map Change. Upon adoption of this <br /> ord ance, the official Zo ng Map of Orono shall be amended by <br /> rezoning all lands heretofore designated as in the LR-lA-1 Zoning <br /> District to the new RS Seasonal Recreational District designation, <br /> which land is legally described as follows : <br /> 1) All land within the City of Orono located within <br /> Sections 14, 22, & 23, Township 117, Range 23, Hennepin <br /> County, known as "Big Island" and "Mahpiyata Island" ; <br /> and <br /> 2.1 All land within the City of �rono loeatec3 coithin the <br /> i1c^, 1/� of the S'rJ 1/4, and the NW 1/4 of the S� 1/�! �f <br /> Section 18, Township 117, Range 23, Hennepin County, <br /> known as "Deering Island" . <br /> Section 4: Repeal of Moratorium. Upon adoption of this Ordinance, <br /> Ordinance No. 238 , "An ordinance establishing a moratorium on the <br /> granting of building permits, land subdivision, rezoning <br /> applications, conditional or special use permits , variances or other <br /> authority for additional development on Biq Island , Mahpiyata Island <br /> or Deering Island" , and Ordinance No. 241 , "Extending the duration of <br /> Ordinance No . 238" , are hereby repealed in their entirety. <br /> Section 5: Adoption and Publication.
