(b) One-half of the annual license fee shall be paid when <br /> the application is filed and the remaining balance shall be paid <br /> at the time the license is granted. All fees shall be paid into <br /> the general fund of the City. Upon rejection or withdrawal of <br /> any application for a license, the license fee shall be refunded . <br /> to the applicant except where rejection or withdrawal is for a <br /> willful misstatement in the license application. <br /> (c) When a license is granted on any date other than July l, <br /> the licensee shall be required to pay only a portion of the annual <br /> license fee proportionate to the number of months between the date <br /> of the granting of the license and the following July 1. <br /> (d) At the time of each original application for a license, <br /> the applicant shall also pay a minimun investigating fee. This <br /> minimum fee shall be in the amount prescribed by the current <br /> city fee schedule for each person shown on the application, <br /> whether a proprietor, partner, manager, sharet�older or officer. <br /> The minimum investigating fee shall not be subject to refund. <br /> If the expenses of the investigation relating to any application <br /> exceeds the minimum investigating fee, the City shall notify <br /> the applicant of this fact and shall require the applicant to <br /> pay an additional investigating fee which the City Council <br /> deems necessary to complete its investigation of the applicant. <br /> The applicant shall pay such additional investigating fee <br /> within five days of being so notified. If such additional <br /> investigating fee is not paid within such five day period,� the <br /> City shall discontinue consideration of the application. <br /> (e) No part of the fee paid for any license shall be <br /> refunded except in accordance with this section or with City <br /> Council action. <br /> ( f) At any time that an additional investigation is required <br /> because of a change in the ownership or control of a partnership <br /> or corporation or because of an enlargement, alteration, or exten- <br /> sion of premises previously licensed, the licensee shall pay an � <br /> additional investigation fee. <br /> 40.065. Granting of Licenses. The following procedure <br /> shall be followed in processing applications for liquor licenses: <br /> (a) All applications for a license shall be referred to the <br /> Chief of Police and to such other City departments as the City <br /> Council shall deem necessary, for verification and investigation <br /> of the facts set forth in the application. The Chief of Police <br /> shall cause to be made such investigation of the information as <br /> shall be necessary and shall make a written recommendation and <br /> report to the City Council which shall include a list of all <br /> violations of federal or state law or municipal regulations by <br /> the applicant. <br />
