.� `�, <br /> ORDINANCE N0. 218 <br /> AN ORDINANCE AMENDING ORDINANCE 210, THE <br /> ON-SITE SEWAGE TREATMENT CODE RELATING TO <br /> CERTAIN ADMINISTRATIVE PROCEDURES AND <br /> CONSTRUCTION STANDARDS � <br /> THE CITY COUNCIL OF ORONO ORDAINS: <br /> SECTION 1. The Municipal Code of the City of Orono is amended <br /> ' by amending Chapter 22 and Sections 22.30, 22.40, and 22.50 to read as <br /> follows: <br /> 22.30 System Desi�n and Construction - Sub. 1, Paragraph 2: <br /> The Design Manual may from time to time be amended by ordinance of the <br /> City Council. Th� Design Manual is hereby amended by adoption of <br /> Resolution No. 9 8 3 , dated January 23, 1979, A Resolution Amending Certain <br /> Sections of Resolution No. 894, City of Orono On-Site Sewage Treatment <br /> System Design Manual. <br /> 22.40 System Operation, Use and Maintenance - Sub. 3, Paragraph 2: <br /> Annual Inspection - within twelve (12) months of the adoption of this code, <br /> and at least once between March 1 and June 30 of each succeeding year, the <br /> inspection manhole and the inspection pipe of every septic tank and holding <br /> tank shall be opened and the depth of the scum and sludge accumulated in <br /> the tank shall be measured. Whenever existing septic tanks are not provided . <br /> with inspection pipes, the owner of said tank shall install same within <br /> tweleve (12) months of the adoption of this code. At the same time that <br /> the septic tank is opened for inspection, each distribution box shall be <br /> opened and any accumulated solids shall be placed in the septic tank for <br /> treatment. . <br /> 22.50 Administration - Sub. 3, Paragraph 1: The service charge <br /> shall be due 45 days after receipt of a statement following January 31, 1979 <br /> and each January 31 thereafter. � <br /> Sub. 4, Paragraph 5: Approval by Council - Applicant shall <br /> satisfy the City Council that the applicant is qualified by training and <br /> experience to engage in the business of constructing and pumping on-site <br /> systems in accordance with the requirements of the code. Further, the <br /> applicant shall have attended at least one "Home Sewage Treatment Workshop" <br /> conducted by the University of Minnesota Agricultural Extension Service. <br /> Applicants failing to attend this workshop shall be sub1ect to staff review <br /> of the application to determine their competence. <br />
