Chapter 12 of the Municipal Code of the City <br /> of Orono is amended by adding Section 12. 070 to read as follows: <br /> 12. 070. Organization - Meetings. The council shall <br /> appoint a chairperson and vice chairperson from among the <br /> appointed members for the term of one year commencing January <br /> lst of each year. Any vacancy of the chairperson or vice <br /> chairperson shall be filled by appointment by the council for <br /> the unexpired portion of the term. The commission may create <br /> and fill such other offices and committees as it may determine. <br /> The commission shall hold at least one regular meeting <br /> each month. It shall adopt rules for the transaction of busi- <br /> ness and shall keep a record of its resolutions, transactions, <br /> findings and determinations, which record shall be a public <br /> record. Expenditures of the commission shall be within amounts <br /> appropriated for the purpose by the City Council. <br /> Section 4 .
