d) Holding tanks: Holding tanks shall be pumped <br /> on a regular basis and in all cases shall be pumped <br /> before overflowing occurs. <br /> 2. Contractor Require6: All septic tank and holding <br /> tank pumping shall be performed by licensed contractors. <br /> 3 . Offsite Disposal Required: All septage removed <br /> from septic tanks or holding tanks shall be removed from the <br /> site in sealed containers and shall be disposed of in a <br /> sanitary location and manner according to the requirements of <br /> the Metropolitan waste Control Commission. <br /> 4 . Registration Required : Each pumping of every <br /> septic tank and holding tank shall be registered with the City <br /> on forms provided for that purpose, within 7 days of the <br /> pumping. The contractor shall certify to the City the owners <br /> of the property, property address, date of pumping , gallons <br /> removed and location of sanitary disposal . Failure to register <br /> any pumping with the City shall be cause to revoke the <br /> contractor ' s license and/or forfeiture of the bond and may <br /> result in the City Inspection Report ' s classifying the <br /> system as non-conforming. <br /> SECTION 22 . 50 ADNINISTRATION <br /> Subdivision 1 : Administrating Officer . The provisions <br /> of this code shall be administered by the Building and Zoning <br /> Department and the Zoning Administrator who shall coordinate <br /> all license aoplications, permit applications and inspection <br /> services . The City Engineer shall review and evaluate techni- <br /> cal matters including system design and installation as pro- <br /> vided herein. The City Building Inspector and/or a specially <br /> appointed On-site System Inspector shall be responsible for <br /> day to day administration and inspection service. <br /> Subdivision 2: Inspection Program. For purposes of <br /> insuring continued proper use and maintenance of all existing <br /> onsite systems , the City shall periodically inspect each existing <br /> system and shall classify each system as Conforming, Substandard <br /> or Non-Conforming. <br /> 1 . Right of Entry: The City Inspector shall have the <br /> right of entry onto every property in the City, which property <br /> includes an on-site system, for purposes of inspecting said <br /> system for conformity with the provisions of this code . Each <br /> construction permit issued after adoption of this code shall <br /> extend the right of entry to the City Inspector by explicit <br /> approval of the owner requesting such permit, which approval <br /> may be filed in the chain of title for the property.
