County Road 15 Lighting and Financing <br />March 21, 1988 <br />Page 2 of 4 <br />B. Design Engineer - As noted befire the City has contacted Mr. <br />Robert Eller, Consulting Engineer, to do the electrical design. His <br />initial indication for the City of Orono that it would cost $5,500 to <br />do the design. A joint effort of the two Cities of Spring Park and <br />Orono would save approximately $1,000 for each one. The cost to have <br />the engineering work done by Bonestroo is in the range of $6-7,000 as <br />opposed to the $4,500-5,500 figure we are looking at from Mr. Eller. <br />Mr Eller is also the one that did the design layout for the Mound <br />system. <br />C. Financing - The cost of the lights can either be done by a special <br />assessment or could be done through general or MSA financing. The <br />City f Mound assessed 50% of their cost of street lights, which <br />tote_ -A approximately $127,400 for their project of which <br />approximately $64,000 was assessed at a cost per foot of $14.58 for <br />commercial property and $9.72 for residential property. (This is for a <br />100 foot spacing between lights.) The adopted proposal would run the <br />lights from Commerce Boulevard to Fairview. They did not choose to <br />run it from Fairview to Bartlett although they are now contemplating <br />additional lights by Seaton Bridge. Comparable costs for Orono is <br />$97,000 which would result in a commercial assessment of about $3.50 <br />for residential and $7.00 for commercial at the 50% assessment level. <br />(The 100% assessment for this project would alternatively be $7.00 and <br />$14.00 for the project.) The higher cost in Mound is due to the <br />closer 100 foot spacing versus the 140 foot proposed here together <br />with the fact that approximately 30% of the front footage to be <br />assessed was owned by the City and therefore not assessed. The City <br />of Mound used MSA fUr,ds for their share for the balance of the 50%. <br />D. An example of the current lighting e::ists both on Commerce <br />Boulevard in Mound together with Carlson Parkway north of Highway 12. <br />Utilization of this lighting system would remove 7 of existing wooden <br />poles along County Road 15. The poles remaining would the north side <br />of County 15 between Navarre Avenue and the City limits. <br />Issue No. 2 Financing - <br />To the extent the City is not going to specially assess for its expenses on <br />County Road 15 to at least the 20% level financing will have to come from <br />internal or MSA sources. <br />Should the Council choose to assess the $97,000 amount, the range of <br />options are as follows (other combinations within the range are also <br />possible): <br />
