Staff Recommendation: <br />To approve the conditional use permit with the following conditions: <br />1. The area of Lot 5 to be filled must be reduced to allow for some measure of future <br />flexibility in septic site location should the existing tested sites be disturbed or found to <br />not be usable. <br />2. Heavy duty silt fence and other protective measures such as signage be installed around <br />the portion of Lot 5 where fill will be deposited. <br />3. The delineated non-City protected wetlands on the survey be documented via a <br />notification to be filed in the chain of title. The wetland delineation will be kept on file <br />for this property for future reference. <br />4. The buffer mitigation area must be relocated to a site where it will have no potential <br />impact on the existing mound system's proper functioning. <br />5. The grading plan must be revised to eliminate any fill within 26' of the delineated <br />wetlands. <br />6. Lighting to be as recommended above. <br />Options for Action <br />1. Recommend approval per staff recommendation, subject to noted plan revisions being <br />made satisfactory to staff prior to Council action. <br />2. Table, require revisions to be reviewed by Planning Commission prior to going to <br />Council. <br />3. Recommend denial, state reasons. <br />4.
