TO: Jeanne Mabusth, Building & Zoning Administrator <br />FROM: Michael Gaffron, <br />Assistant Planning & Zoning Administrator <br />DATE: May 3, 1988 <br />SOBJ: #1254 Trinity Lutheran Church - Recommendation <br />regarding Septic System <br />Based or, the findings of my previous memos of April 20, 1988, it <br />is my recommendation that, in compliance with Municipal Code <br />Section 12.30, Subdivision 4(E), the City should require that a <br />completely new septic system to serve Trinity Lutheran Church be <br />constructed. Section 12.30, Subdivision 4(E) states that no <br />building permit or plumbing permit shall be issued until the <br />septic system has been inspected and certified by the City <br />Inspector as being in compliance with the code. The Church has <br />been unable to verify the capacity of the system, and the system <br />is on the verge of failure. Subdivision 4(E) gives the City the <br />authority to require replacement, repair, alteration, or <br />expansion of the existing system as may be required. The only <br />possible expansion of the system would be to install a new mound <br />type drainfield system, which is appropriate given the soil <br />conditions at the site and given the near failure of the existing <br />system in conjunction with the propose' expansion of the church. <br />The Church would be well advised to have their site evaluator <br />design a mound type drainf ie., d system based on an estimate of the <br />church's daily peak water use. Tt is my understanding that the <br />Church's intent was to immediately install a water meter to help <br />in determining the estimated flow rate for design purposes. <br />
