229bs),I <br />/I <br />City of ORONO�,. <br />(ING <br />RESOLUTION OF THE CITY COUNCIL <br />NO. 2411 pyr; 2 51°c 3 <br />RESOLUTION OF RECOGNITION .OA'TY OF ORONO <br />CHIEF MELVIN KILBO <br />WHEREAS, Melvin Kilbo is Chief of the Orono Police Department; and <br />WHEREAS, Chief Kilbo concerned with the drug problem in Orono, <br />Spring Park, Long Lake and Minnetonka Beach felt the most appropriate role <br />for the local police department to deal with drugs was development of a <br />program focused on users and street level dealers; and <br />WHEREAS, Chief Kilbo worked to develop in conjunction with the <br />four City Attorneys a revised ordinance which declared trace amounts to be <br />a misdemeanor making it easier to prosecute; and <br />WHEREAS, Chief Kilbo appropriately trained and motivated Patrol <br />Officers in the enforcement of these ordinances; and <br />WHEREAS, information developed by Patrol Officers on the street <br />was beneficial in the execution of search warrants and arrests; and <br />WHEREAS, Chief Kilbo actively promoted his department'_ efforts <br />with the School Districts to improve the information exchange between the <br />Police Department and Schools as it relates to alcohol and drug usage; and <br />WHEREAS, this recognition has been done at the request of the <br />Officers of his department, many of whom he has recognized for their <br />efforts in this program. <br />NOW, THEREFORE BE IT RESOLVED, that the City Council of the City <br />of Orono together with the members of Chief Kilbo's department would like <br />to have this resolution for outstanding service presented to Chief Kilbo <br />for recognition of his excellent work, not only in development and <br />execution of this program but also for his many years as Police Chief. <br />Adopted by the City Council of the City of Orono, Minnesota at a <br />regular meeting held 1:)ril 25, 1988. <br />Jame R.
