Determination as to what, if any, legal acce: the City <br />desires to provide to the owner at 2765 Pheasant Road. <br />2. What, if any, legal access the City desires to provide to the <br />two other property owners abutting City owned property. <br />3. If thr, City choses to sell that piece of property the <br />appropriate means to: <br />a. Determine value <br />b. Sell <br />INTRODUCTION - At the Council's April 11, 1988 meeting the three <br />property owners abutting the City's parcel outlined on Attachment <br />A had requested the City grant non-exclusive tv all three of them <br />over City property for access. As you wi l l recall the initial <br />request was on the part of Mr. Messer at 2765 Pheasant Road in <br />order to make his property marketable as his garage does not <br />currently have a legal access on Pheasant Road. <br />DISCUSSION - The goal cf the property owners are as follows: <br />1. Mr. Messer providing legal access in order to make <br />his property more marketable. <br />2. rasements by abuttin; property owners who desire t-+ <br />1--gal ly strengthen their right of access on the City's <br />property. <br />The City's goal is to maintain maintenance access to <br />easements for its utility lines and manhole at the west <br />end of the property. <br />ALTF.RNATIVFS - <br />Issue 1. Access - 2765 Pheasant Road <br />1. Not grant an Paspment <br />2. Grant a non-exclusive easement over City property <br />3.
