10-3442 <br /> 5 March 2010 <br /> Page 2 <br /> Variance Review: <br /> The application includes the following variances: <br /> 1. Setback variance request to allow the use at .: minimum of 21.5 feet and maximum of 92 <br /> feet from lot lines where a 100-foot setback fr•m all lot lines is required. <br /> 2. Setback variance request to allow constructi•n of a garage a minimum of 10 feet and a <br /> maximum of 44 feet from lot lines where a 100 foot setback from all lot lines is required. <br /> 3. Setback variance request for the open parki g lot where a 100 foot setback from Briar <br /> Street is required and a 0 setback exists. <br /> 4. Structural coverage variance request to allow 17% structural coverage where 15% is the <br /> maximum allowed and 14.7% currently exists. <br /> The Hill School site contains an existing building. The Emily Program intends to utilize the <br /> existing building, the existing parking lot and constru t a detached garage. The existing building <br /> and the detached garage do not meet the required 00 foot setback from lot lines. Therefore, <br /> setback variances are requested. City Code Sectionj78-1511 requires an open parking lot to be <br /> located outside of a required yard with the exceptidn that it may be located in a rear yard to <br /> within ten feet of an interior side lot line and to within ten feet of a rear lot line. The existing <br /> parking area meets the 10 foot setback from the rear lot line however a variance is required as <br /> the parking area is within the 100 foot required yard along Briar Street. <br /> City Code 78-1403 allows up to 15% of the property to be covered by structures. Currently the <br /> existing building accounts for 14.7% structural coverage. The proposed detached garage would <br /> result in a structural coverage level of 17%. i <br /> COUNCIL ACTION REQUESTED <br /> The Council action requested at Monday's meeting is to approve or deny the application. <br />
