Lake St. <br />Wayzata, Mt) 55391 <br />Dear Chairman Rascop: <br />I'm sorry it took me so long to respond <br />Council designate a representative to a <br />Technical and Policy Advisory Committee. <br />for its planned study. <br />AV k f G 300 Metro Square Building <br />Seventh and Robert Streets <br />St. Paul, Minnesota 55101 <br />512) 291-6359 <br />vU%E7Z <br />Yu U t S` R�`�� <br />- 00t VIkETzo aOOe 1l <br />to your, request that the Metropolitan <br />Lake Minnetonka Conservation District <br />LMCD also requested financial support <br />Our Metropolitan Systems Committee (MSC) has commented on LMCD's plans during <br />its review of a 1988 Council staff report on the district's a tivity in 1987. <br />On Feb. 2 of this year, the committee returned the report to Council staff, <br />directing added study for some alternatives to the recommendations it <br />contained; these are still being investigated. <br />The MSC clearly disagreed w'.th the magnitude, cost and length of time proposed <br />for the study. Committee members felt: <br />The study should be concluded in half the time, a year and one-half <br />or less. <br />The study should be directed more to intergovernmentrelations and <br />closely associated issues, perhaps postponing some other study areas <br />until after these are concluded. <br />The estimated study cost is excessive. In that context, it was not <br />willing to consider a grant for study costs. It stated willingness <br />to consider a planning assistance loan, for an accelerated study. <br />cl..3rly agreed with your intent to broaden the participatory <br />bas, ,vuncil member Dirk IeVries is our designate for your committee.
