WNAII <br />OMAS <br />In response to your letter of February 26, 1988, you should <br />understand that thu Waters' and Dennis' properties are likely the <br />only two parcels that art inundated by storm water run-off and <br />act as ponding areas for such run-off at varying times of the <br />year. We believe that much of this storm water is generated by <br />run-off frcn the properties whose owners you've asked us to join <br />in the request for the study. Quite likely, it will be those <br />property owners that will have to bear the cost of a public <br />improvement project :as well as others within the drainage <br />district. This is assuming, of course, that the study that <br />Orono has been asked to undertake by the Waters' and the Dennis' <br />confirms that their properties are acting as a storm., water <br />holdin; area for storm water generated upstream of them. Why, <br />then, would these other property owners want to request a study <br />tl.at will likely result in their eventually being assessed for <br />the required storm drainage improvements? Therefore, it will be <br />impossible to obtain the signatures and we would ask the City <br />Council authorize the study immediately as originally requested. <br />The Waters' are also desirous of complying with the City's <br />requirements in respect to the grade restoration as soon as <br />possible. In fact, they would like too immediately begin rip - <br />rapping the shoreline before spring weather makes it more <br />aifficult. The City Council resolution directing the Waters' to <br />restore the grade is completely lacking in detail. Therefore, <br />t.hA Waters' need to know t:ze answers to the: following questions <br />as soon as possible: <br />1. Now detailed is the Waters' reconstruction plan to <br />r74.7 <br />
