72887.5 <br />TO: All Department Heads <br />FROM: Mark Bernhardson, City Administrator <br />DATE: February 12, 1988 <br />SUBJECT: Benefits Proration - Part Time Regular ?.�rsonnel <br />As you are aware Section 304 of the Personnel Rules en'itles <br />part-time regular employees who work in excess of half time to <br />prorated benefits if so approved b, the City Administrator. <br />Positions which are considered to be part-time or full-time <br />seasonal, part-time or full-time temporary, or part-time regular <br />with working hours of less than 20 hours per week, are <br />specifically excluded from all employment benefits covered in <br />Section 304. <br />The following represent the guidelines for accrual and use. <br />BENEFI- <br />TS_BENCHMARK DATE - The vacation accrued rate and severance <br />wi 1176e dependent on the number of years a person has been <br />earning benefits. The date therefore for determinir:, such shall <br />be the date they initially began earning beneifts on a prorata <br />basis. Any subsequent period that they do not qualify for <br />benefits shall be subtracted from their time for earnings <br />purposes. <br />QUALIFICATION - In January and July of each year following the <br />initial earnings rates a review of the previous six months <br />average hours (including sick leave, holiday and vacation hours) <br />will be conducted. If it varies outside the below listed <br />averages the accrual rates shall be adjusted appropriately for <br />the following six months. <br />ACCRUAL RATES - The rates for accrual are as follows: <br />VACATION - SICR LEAVE - HOLIDAYS <br />Under 20 hours - <br />20-24 <br />24-28 <br />28-32 <br />32-36 <br />36-40 <br />No accrual <br />55% of standard <br />65% <br />75% <br />85% <br />95% <br />The vacation standard is the number of days accrual for that <br />particular number of years of service (see benefits benchmark <br />date) as outlined in the Personnel Rules Section 306; the holiday <br />standard is outlined in Seciton 307; the sick leave standard is <br />outlined in Section 308. <br />
