Consideration of Attachment A, with possible adoption as a formal <br />compensation plan for the City Employees. <br />2. If adopted, consideration of adjustments for implementation during <br />1988 for selected employees. <br />3. Consideration for adoption of formal plan for benefits for part- <br />time employees as only a havoc system has previously existed. <br />INTRODUCTION - <br />At the February 22, 1988 Council meeting, Council considered the <br />information presented in Attachment B and voted to grant selected increases <br />for four individuals but chose to table consideration of the formal plan <br />and other adjustments until there was more opportunity for study of the <br />plan together with staff providing Council with additionally requested <br />information. <br />nTgrT7gqTnm - <br />Since the plan was considered on February 22, 1988, there have been <br />two changes made to Attachment A (changes are underlined) which are as <br />follows: <br />A. Market Condition Adjustment - Sub -paragraph C has been inserted <br />to allow Council the discretion to alter the market internal equity <br />mixture in order to attract qualified candidates when the market for a <br />particular position is so substantially above the expected performance <br />level for that position that the City is unable to attact qualified <br />candidates. <br />B. Positions Above Expected Performance - Language regarding phase -in <br />for those above the line has been altered to indicate that anyone who <br />is above the line will have any annual adjustments for their <br />position that will generally be less than any overall adjustment to <br />the plan on a percentage basis. Additionally, it is indicated that <br />the degree that a position's pay is above the line will indicate the <br />degree to which there is a difference between their adjustment and the <br />pay plan adjustment, all of which is subject to Council approval. <br />
