Review by the Council of the final plans CSAH 15 taking <br />comments from the public and identifying the issues related to <br />the plans. <br />2. Review of financing alternatives and discussion of issues <br />related to those financing alternatives. <br />INTRODUCTION - The County 15 project was initiated by the County <br />in about 1967. Over the next 15 years the communities considered <br />various alternatives with the County principally desiring to go <br />with a four lane configuration as that was what was needed to <br />meet the County/State Aid Highway standards in order to use CSAH <br />money on the upgrade. Because of the concern relating to the <br />four lanes west of 19 and the impact that would have on Shoreline <br />Drive east of 19 the project was stalled until late 1983 early <br />'84 when the Orono Council gave its conceptual approval to an <br />essentially two lane design with turn lanes which would amount to <br />some widening principally at the intersections for the design. <br />This conceptual approval was followed by preliminary approval of <br />the plans submitted by Hennepin County on October 29, 1984. The <br />County wanted the preliminary plans approved by each of the <br />communities prior to the submission of the plans to the State's <br />Variance Board for County/State Aid Highways. This variance was <br />considered during the summer of '85 ar.1, approval given for the <br />variance in late summer or early fall 1985. In the fall of 1986, <br />as noted in Attachment C, the County approached each of the <br />Cities to see if two of the changes, one in Spring Park and one <br />in Mound, would be acceptable changes to the preliminary plans. <br />The Council on November 10, 1986 agreed with those changes as <br />noted in Attachment C. (When the original variance had been <br />granted the program was placed on the five year capital budget <br />for 1989. Through the efforts of the local communities the <br />County moved the priority on it so that construction would take <br />place in late '87 or early 188.) <br />The County has been in the process of drafting final plans during <br />the past year based on the approvals previously given and is now <br />
