Areas Pgm.) <br />...is not a way for the state to acquire land. It is a program used to <br />develop plans for the management of areas with demonstrated state or <br />regional significance. <br />Prom and Con <br />The advantage of the CAP lies in the process it begins, e.g., preparation of a <br />comprehensive plan for an area of regional significance, and in the ability/ of <br />the program, under the law, to assist local governments to participate in <br />planning and then to bring their local plans into conformance. Since the <br />desired outcome is an implemented adequate comprehensive surface use management <br />plan, the fit to the CAP is evident. In past Critical Area decisions,the state <br />provided funding assistance for some or all of local costs. The process offers <br />the additional advantage of being able to designate the responsible planning <br />authority and to set a schedule for the plan. <br />There are disadvantges in the option. The process of designation takes time <br />and would delay the start of studies and plan preparation. A recommendation to <br />enter into the process does not make the outcome certain. It's likely that the <br />designation would be opposed locally and would consume time. There's no <br />guarantee that the decision would be to designate. If the decision were <br />negative, the time would have been spent and the LMCD plan would still be the <br />schedule. If the designation were made, EQB has no funds available. An <br />appropriation would have to be secured for state funding participation. <br />
