5 <br />DECLARATION OF METROPOLITAN SIGNIFICANCE <br />The Council could find the procedures of LMCD inappropriate and declare the <br />issues to be of metropolitan significance. It could then require a revised <br />plan be developed to meet the concerns found by the rniincil. <br />Pro and Con <br />The Council's metropolitan significance authority has seldom been invoked. <br />When it has, it has attracted a great deal of attention and a good deal of <br />activity to avoid the prolonged moratorium which it can impose. Certainly, <br />calling public attention to an unsatisfactory situation offers potential help <br />to a problem like this. <br />This choice, however, lacks a project, development or active planning process <br />to stop and, by so &.Lng, compel modification of something on the part of a <br />responsible agent. liF-e problem in this case is one of undesireable delay. A <br />metropolitan sigli.f!_zace review could not compel or speed action. <br />CRITICAL AREA <br />The Council could recommend that Lake Minnetonka be designated a Critical <br />Area because it meets the following criteria: <br />1. Is an area of significant regional or statewide public interest. <br />2. Other means of protecting the public interest are not available/effective. <br />3. The area is one of a limited number in the state or region. <br />4.
