SECTION 3. COMPENSATION <br />301. ADOPTING THE COMPENSATION PLAN <br />The Council shall establish and maintain a compensation plan <br />for all employees covered by this policy. The compensation plan <br />is altered to the extent that there is a contract between the <br />City employee or authorized bargaining unit containing specific <br />provisions which conflict with the cumpetiscilion plan. The plan <br />shall provide for compensation of wages, salary and/or other <br />benefits that are appropriate to the tasks, skills, responsibility <br />and availability of qualified persons for those positions in <br />accordance with applicable statutes. <br />302. MAINTAINING THE PLAN <br />1. The compensation plan shall provide for progression through <br />the wage/salary schedule based on performance. The plan may <br />provide for compensation above the schedule as merited by tasks, <br />performance and criteria established and funded in advance. The <br />schedule shall be reviewed annually and adjusted as appropriate <br />prior to the beginning of the fiscal year. <br />2. The compensation plan shall be maintained as follows: <br />a. The Administrator may requ_re department heads or <br />employees to submit task or positio. descriptions on a <br />periodic basis, or anytime there has been a change in the <br />rbitias and responsibilities of a position. <br />b. An employee may request a review of the compensation of <br />the employee's position. The request is to be in writing <br />and submitted to the employee's department head. The <br />department head will review all requests and forward them <br />with a statement of recommendation to the Administrator <br />for study and analysis. The Administrator will review <br />the request and recommendation and submit a report of <br />findings to the employee through the department head. <br />The Administrator's decision shall be final. <br />3. The compensation schedule shall be established annually by <br />the City Council. <br />303. OVERTIME AND COMPENSATORY TIME <br />For non-exempt employees, authorized overtime, if approved by <br />supervisor, shall be paid at the rate of one and one-half (1-1/2) <br />times the normal hourly wage. No non-exempt employee shall work <br />beyond scheduled hours without specific permission of their <br />supervisor. Compensatory time shall only be utilized on a one-to- <br />one ratio in lieu of receiving overtime within the same work <br />period, unless otherwise provided for in a union contract or by <br />law. <br />
