Mabusth, Building & Zoning Administrator <br />Date: January 11, 1988 <br />Subject: Official Policy Establishing Deadline Dates for the Review of <br />Land Use ApplicationE <br />Exhibit A - Proposed Handout - 1988 <br />rn occas;on, staff has witnessed the dilemna of residents/applicants <br />when faced w the unnecessary delay resulting because of either a mis- <br />understandin it applications (application plus required submittals) must <br />be submitted _.. _cotnplete_form by the required legal publication deadline <br />date (25 days before the regularly scheduled Planning Commission meeting) <br />or when applications are tabled during the review process because of the <br />need for additional imput or information. <br />The handout information and preliminary meetings with perspective <br />applicants have greatly helped to reduce the number of misunderstandings <br />created at the time of filing of land use applications. The real <br />difficulty results when applications are tabled during the review process. <br />It is imperative that the applicants realize what real time loss is <br />involved. <br />If additional information is sought requiring consultant's review, <br />then a 12 day deadline before the r .2du led meeting is required. If the <br />information need only be reviewed by the in-house staff, only an 8 day <br />deadline is necessary. <br />Applicants always feel that they can submit the addendum information a <br />day before the packets go out. The individual notices that are mailed <br />after each meeting also notify of deadlines of upcoming meetings. The <br />problem is, staff cannot always respond within days after such meetings <br />because of the need to prepare for upcoming weekly agendas. <br />Staff recommend that an official policy statement on land use <br />application deadlines be ado ted and prepared as a separate handout for <br />each applicant at the time of either initial contact or the filing of a <br />land use application. It is staff's opinion that a policy supported by <br />both Council and Planning Commission by official action will provide the <br />much needed support for staff when fighting the deadline battle and at the <br />same time preserve the current level of review for agenda items. <br />PROPOSED MOTION: Moved by Cohen, seconded by Brown, to approve a policy <br />that would establish a deadline for the filing of land use applications and <br />for addendum submittals when applications are tabled during the review <br />process as follows: <br />Deadline for land use applications (completed applica`ioz plus all <br />required information submitted) . . . . 25 days before the regularly <br />scheduled meeting of. the Planning Commission <br />Applications tabled at Planning Commission or Council, submittals <br />requiring consultants review . . . . 12 days before the meeting date <br />Submittals requiring in-house staff review. . . . 8 days before the <br />meeting date. <br />Ayes 5, nays 1.
