NOW, THEREFORE BE IT RESOLVED, that based upon either one or more <br />of the findings noted above, the City Council of the City of Orono hereby <br />approves the preliminary plat application of Thomas R. Betz and Michael C. <br />Kroll per plat drawings by Mark S. Gronberg of Coffin and Gronberg, Inc. <br />dated October 12, 1987 and revised for the Planning Commis6ion meeting of <br />January 27, 1988, and further grants a variance to the standard that would <br />require that all lots have frontage on a public road with the creation of <br />the private road, subject to the following conditions: <br />1. Prior to the issuance of building permits for new construction, <br />the final plat must be filed with the Hennepin County Recorder's <br />Office, road base and drainageway installed and approved by the City, <br />and, if required improvements are not completed at the time of final <br />plat approval the developer must execute a Developer's Agreement and <br />port a letter of credit (150% of the cost of the remaining <br />improvements). <br />2. Required Improvements: <br />A. Private road to be constructed per standards set forth in <br />Section. 11.33, Subdivisions 4 and 5. Revised engineering plans <br />must be approved by City prior to any construction. Per the City <br />Engineer, the final road and grading plans must be amended as <br />follows: <br />i. Bank at west side, adjacent to Stubbs Bay Road, bf <br />graded out. <br />ii. Ditch bottom set 3' below existing center line at <br />property line. <br />iii. Back slope graded 3:1. <br />iv. Bituminous flumes provided to drain the curb section at <br />Stubbs Bay Road. <br />B. Existing residence within Lot 1, Block 2 shall be Served by <br />new plat road when base has been installed - -' approved by the <br />City and the existing access off Old Stubbs B•. --Dad closed. <br />C. Site grading at the time of road construction to include <br />installation of drainageway within shared lot lines of Lot 2, <br />Block 1, and Lot 3, Block 1. Drainage swale must be 8-10' wide <br />(applicants have option of either installing rip rap or a <br />drainage pipe). <br />D. Prior to road construction and site grading, all drainfield <br />sites must be staked in order to protect them from the earth <br />moving equipment. <br />Paqe 2 of 4 <br />
