ATTACHMENT A <br />METROPOLITAN COUNCIL <br />Suite 300 Metro Square Building, Saint Paul, Minnesota 55101 <br />DATE: January 6, 1987 <br />TO: Metropolitan Systems Committee <br />FROM: Jack Mauritz, Parks and Natural Resources Division <br />SUBJECT: Report on Lake Minnetonka Activity by the <br />Lake Minnetonka Conservation District (LMCD) <br />INTRODUCTION <br />The Council's report to the State Executive Council, in 1986, contained a <br />requirement on page 20, first paragraph, as follows: <br />5. Metropolitan Council staff shall report to the Metropolitan Systems <br />Committee on activities on Lake Minnetonka by LMCO, Suburban Hennepin <br />Regional Park District (SHRPD) and other active agencies by Jan. 15, <br />1987. If no progress or inadequate progress is the case, as judged by <br />Metropolitan Council, an increasingly directive procedure should <br />begin.... <br />This document constitutes a report on the 1986 activity of Lake Minnetonka <br />Conservation District with respect to recommendations from the Metropolitan <br />Council Task Force on Lake Minnetonka and recommends Council action. It also <br />reports, in lesser detail, un activity by SHRPD, Hennepin County and DNR. No <br />Council actions are recommended with respect to these three agencies. <br />BACKGROUND <br />I. Lake Minnetonka Conservation District <br />In essence, the task force report as adopted by the Council recommended that <br />LMCO should become more active as a planning, coordinating and regulating body <br />for lake surface use on Lake Minnetonka. Several activities are recommended in <br />thQ report, including: <br />A. Convening a meeting(s) leading to a memorandum of understanding among the <br />agencies involved on the lake which itemized each duty and an agreement <br />about process. <br />B. Exerting present powers to the utmost and identifying and seeking new <br />powers needed to carry out its responsibility for surface use management on <br />the lake, including preparation of a surface use plan. <br />C. Identifying funding needs for the increased activities and actively <br />pursuing them. <br />
