3. POWERS. The Commission shall establish and oversee the <br />operation of the Program. The Commission shall have the authority <br />to: <br />(a) enter into contracts in accordance with Minnesota <br />statutes section 471.345, subd. 5, as may be <br />necessary to accomplish its purpose; <br />(b) hire, on an independent contractor basis, such <br />persons as are necessary to operate the Program, <br />including but not limited to a program coordinator; <br />(c) lease a site for a central collection facility; and <br />(d) apply for and administer grant monies as necessary <br />to fund the Program. <br />In no event shall the Commission incur obligations in excess of <br />its funding as provided in paragraph 4. <br />4. FUNDING. Funding for the operation of the Program shall come <br />from grant monies, Hennepin County, funds from any sale of recycla:,',e <br />materials, and city contributions. The cities agree to the following <br />formula for funding in 1988: <br />$500 plus $2.50 per household <br />Greenfield ------------------------ $1,665.00 <br />Independence---------------------- 2,667.50 <br />Long Lake------------------------- 2,445.00 <br />Loretto--------------------------- 857.50 <br />Maple Plain----------------------- 2,077.50 <br />Medina---------------------------- 2,802.50 <br />Minnetonka Beach------------------ 1,037.50 <br />Orono----------------------------- 6,917.50 <br />Each Participant shall contribute 10% of its share by January 30, <br />1988, thereafter up to 22.5% will be contributed quarterly as needed. <br />Each Participant agrees to contribute to the Commission any funds <br />it receives from any source for projects or programs involving <br />recyclable materials. In addition, the Participants may, but are <br />not obligated to, contribute additional funds to the Commission <br />for the operation of the Program. <br />5. PUBLIC EDUCATION. The Participants agree to assist in the <br />distribution of recycling -related information. The distribution <br />of such information shall be distributed via mun;.cipal newsletter, <br />water bill enclosures, general media news releases, and other <br />mutually agreeable communication methods. <br />6. EFFECTIVE DATE. The effective date of this Agreement shall be <br />the date upon which the last of the eight.Pariticpants has caused this <br />Agreement to be executed pursuant to an authorizing resolution of <br />its gov-rninq body. <br />-2- <br />
