AGENDA ITEM <br />Date: August 11, 2025 <br />Title: Request for Proposals - Recycling Collection <br />Presenter: Christine Lusian, City Clerk <br />Section: Consent Agenda <br />Item: 10 <br />Purpose: <br />The purpose of this item is to obtain City Council approval to solicit proposals for recycling <br />services. <br />2. Background: <br />Staff review professional service contracts about every five years and the last time recycling <br />services were reviewed was in 2019. Since then, the city has partnered with Waste Management <br />for residential single -sort recycling collection. While the service has been solid, the purpose of the <br />RFP is to solicit competitive proposals from qualified vendors to ensure cost-effective, reliable, <br />and high -quality service for the residents of Orono. The RFP reflects input from relevant <br />departments. It outlines the scope of services, evaluation criteria, and contract requirements <br />necessary to secure a vendor that aligns with the city's service expectations and budget <br />considerations. <br />3. Process: <br />Staff recommends forming an ad -hoc committee to review proposals consisting of the City <br />Administrator, Finance Director, and City Clerk. The committee will evaluate proposals and <br />recommend a hauler to the City Council, which will make the final selection.
