N <br />U3 <br />CITY OF ORONO <br />HENNEPIN COUNTY, MINNESOTA <br />In Re: <br />City of Orono Liquor Licensing <br />Complaint against Wood & <br />Associates Inc., dba Navarre Liquor <br />STIPULATION OF FACTS <br />AND CIVIL SANCTION <br />The City of Orono ("City") and its undersigned attorney, and Wood & Associates Inc., <br />dba Navarre Liquors ("Navarre") through its undersigned authorized officer, hereby agree and <br />stipulate as follows: <br />Navarre is licensed under Orono City Code Section 34-10, to sell liquor for <br />consumption off its premises at 3421 Shoreline Dr. Orono, MN 55391. The premises to which the <br />license applies are specified in the license. <br />2. On June 29, 2025, Christopher Joseph Taylor, an employee at Navarre Liquors did <br />sell alcohol to a person under 21 years of age in violation of Orono City Code § 34-1. <br />3. This constitutes Navarre's first liquor license violation in the past three years <br />pursuant to Orono City Code § 34-23 <br />4. Navarre shall pay a civil sanction in the amount of $500.00. <br />5. Navarre waives its right to the hearing provided by Minnesota Statute § 340A.415 <br />and Orono City Code § 34-23. <br />6. The civil sanction set forth in Section 4 is contingent upon the Orono City Council's <br />approval. If the City Council rejects the sanction agreed to in this Stipulation in favor of more <br />
