Background: <br />The Orono police department regularly conducts compliance checks of licensed alcohol and <br />tobacco sales businesses. On June 29, an employee of Navarre Liquors sold alcohol to an underage <br />person, which does not comply with state law or city code Section 34-1. City code section 34-23 <br />establishes a $500 penalty for a first occurrence and Navarre Liquors paid this in full on July 25. <br />The Stipulation of Facts and Civil Sanction Agreement is included as Exhibit A. <br />3. Staff Recommendation: <br />Approve the Stipulation of Facts and Civil Sanction Agreement. <br />COUNCIL ACTION REQUESTED <br />Consider a motion to approve the Stipulation of Facts and Civil Sanction Agreement. <br />Exhibits <br />A.
