Resolution I�TO. /D9-J�' � <br /> Page 2 � <br /> � � . <br /> WHEREAS, in response to the special planning issues in <br /> this area, the City Council on January 23, 1979 adopted Ordinance <br /> No. 219 establishing a mo.ratorium on the granting of building permits , <br /> land subdivisions , rezoning applications, conditional or special use ' <br /> permits, variances , or other authority for additional development in <br /> the Stubbs Bay Area ; and <br /> WHEREAS , on February 27 , 1979, the �ity Council called a <br /> Public Hearing to review the problems and planning issues in the <br /> Stubbs Bay Area and specifically to review the �pending proposal for <br /> development of the Stubbs Bay Narina property; and <br /> WHEREAS, the Ci'ty Council, the Planning Commission, staff <br /> and consultants have invested many hours in review of facts and issues <br /> regarding development and land use in the Stubbs Bay Area, <br /> � NOW, THEREFORE, BE IT RESOLVED, that the City Council of <br /> the City of Orono hereby makes the following findings of facts <br /> concerning the Stubbs Bay Area and the Stubbs Bay Marina Property: <br /> � I. THE PUBLIC INTEREST � <br /> A. COMPREHENSIVE PLANNING <br /> 1. On August 26, 1974, the Orono City Council a dopted a <br /> Comprehensive Guide Plan for the City. The sta ted purpose of <br /> this plan was to establish policies, goals and objectives to <br /> guide future development decisions in the City. <br /> 2. The City "("Villa'ge") was recognized as having a �unique character; <br /> part urbanized and part rural but intimately interwoven with the <br /> many miles of lakeshore and many acres of natura 1 wetlands and <br /> that almost any development within the City has a direct impact <br /> upon the environmental health of�:Lake Minnetonka . <br /> ; <br /> �j� <br /> 3. The primary objectives enumerated in this plan were "to retain <br /> _ the basic single family character of the Village, to preserve and ' <br /> maintain open space and existing natural resources including such <br /> features as Iakes and wetlandsi and to provide for a limited <br /> diversity of housing types at derisities consistent with the main- <br /> tenance of open space". . <br /> � � <br />
