DE��ELOPMENT TRENDS <br /> 1, The Resort was a relatively passive, quasi-resi- <br /> dential land use for 60 years prior to McCleary' s . <br /> involvement wiLh the property. <br /> 2. After NcCleary' s involvement with the property, <br /> the "Resort" became. the "Marina" and commercial <br /> activity increased dramatically. Plans for even <br /> more cam,-nerical activity have been continually <br /> ' presented. There is no indication that ricCleary <br /> � � is conLent to use the property to the same degree <br /> � as it was when he purchased it. <br /> 3. The physical constraints of the property, <br /> � particularly the lake bed condition and the flood <br /> � plain hazards, place severe constraints on use of <br /> the property beyond any zoning regulations. <br /> 4. Residential use of the property would be possib le <br /> • given the physical constraints. Residential use of <br /> the property would be consistent with the past use <br /> � of the property and with all surrounding land use. <br /> Residential use of the property would have less of <br /> an adverse environmental impact on the Bay than <br /> � would any commercial use. <br /> 5. A limited form of commercial marina use of the <br /> property would also be possible given the physical - <br /> � � constraints and would continue the past Resort type <br /> �� If <br /> � . activity. Fishing type boats have less environmental <br /> impact on the Bay than larger power craft. Boat <br /> rental benefits the general public more than slip <br /> rental. A number of slips consistent with the 1974 . <br /> level has less adverse environmental or neighborhood <br /> impact� than does a higher number of slips. <br /> 6. O�tside commerical pressures and speculation tend <br /> � ' to emphasize intensive commercial activity on all <br /> marina properties. Given the neighborhood and environ- <br /> mental constraints, such development appears inappro- <br /> � � priate for the Stubbs Bay property. <br />
