THE PUBLIC INTEREST � • <br /> A. �OMPREHENSIVE PLANNING � <br /> l. �omprehensive Planning is important for Orono to <br /> assure that future growth and development is managed <br /> in the best interests of the general public. T'he <br /> approach is growth management, not growth limitation <br /> and not manageable development. The emphasis is on <br /> providing a rational plan for coordination of public <br /> services with private interests . <br /> 2. The Council confirms the findings and conclusions � <br /> of the 1974 Comprehensive Guide Plan regarding the <br /> . paramount objectives of al the preservation of the <br /> quality of Lake Minnetonka as a unique yet fragile • <br /> � ecologicat and recreational asset and b) the maintenance <br /> of tow-density rural land use policies as opposed to <br /> � the expansion of urban development. <br /> • 3 . Restrictive ordinances and regulations have been <br /> • developed and are a �ontinuing necessity to assure <br /> , that speciat interests do not abridge the goals of� <br /> environmentat protection. The preservation of woodlands <br /> and wetlands , lake quality and shoreline integrity are <br /> in the general public interest. Protection of these <br /> natural assets must be paramount to private development <br /> interests . Too often private interests disregard <br /> environmental concerns . <br /> 4. Low-density rural residential land use is a " <br /> legitimate "ultimate" land use and is not, in Orono, <br /> to be considered a holding pattern for future development. <br /> The Council confirms the„policy of retaining the existing <br /> t rural areas for low density rural residential development <br /> without urban services , and retaining the existing <br /> urbanized areas for medium density residential and <br /> ' neighborhood commercial development. The rural ar eas <br /> of Orono are to remain rural without threat of expanding <br /> urban development. <br /> . � . <br />
