George Patchin Jr. , MAI, ASA, President of Patchin Appraisals , <br /> Inc. , at the request of the City, appraised the Marina property � <br /> for the purpose of estimating its ' fair market value under current ' <br /> zoning regulations and under variations of the current regulations , <br /> effective February 1, 1979. <br /> a) The highest and best use value was estimated at $166, 000. 00 <br /> assuming current B-2 zoning, 66 allowable slips and provision <br /> of a small restroom/shelter building, including winter storage <br /> and launching fee incom� as per the Johnson proposal. <br /> b) The estimated value would decrease to $124, 000 (decrease • <br /> � of $42,000) if the slips were reduced from 66 to 45 with � <br /> the other conditions remaining the saine as (,a) above. <br /> � c) The estimated value would decrease to $104,000 (decrease <br /> of $62, 000) if the slips were reduced from 66 to 30 or fewer <br /> with the other conditions remaining the same as (a) above. <br /> � d) The estimated value would also be $104, 000 if the property <br /> were rezoned and restricted for residential development only <br /> with 'no commercial dockage or facilities permitted. <br /> e) The estimated value would increase from $104, 000 to <br /> $152, 000 ($14, 000 below highest and best use) if the <br /> property were rezoned to residential but if the 66 slips <br /> and commercial uses in (a) above were authorized to <br /> continue as a legal non-conforming use. The estimated <br /> value would remain at $104,000 if• 30 or fewer slips were <br /> permitted as a .non-conforming use. <br /> 5 .
