Laws , Chapter 351, Section 7 and subsequent findings by the <br /> Commissioner of Natural Resources and the City of Orono <br /> . identified flood hazard areas within the City, caused the <br /> City to participate in the National Flood Insurance Program, <br /> and thereby required the �ity to adopt and enforce a flood <br /> plain and flood hazard ordinance in a form meeting the criteria <br /> and approval of the DNR and HUD. <br /> c) The City of Orono adopted Resolutions 534 and 535 on <br /> March 11, 1974 applying for inc�usion in the Flood Insurance <br /> Program and adopting land use control measures in flood plain <br /> areas . <br /> d) Extensive engineering studies and analysis of flood hazards <br /> and flood prone areas within Orono were thereafter undertaken ' <br /> by various engineering. firms under contract to HUD. The final <br /> engineering studies were completed in 1978 and published by <br /> � HUD effective October 17 , 1978. Exerpts of the engineering � <br /> data are included as Exhibits F & I to this Resolution �see <br /> Item B-3, page 17) : ' " <br /> . e) The City of Orono adopted Ordinance No. 213 on October 26, 1978, <br /> which ordinance has been approved by DNR and HUD as meeting their <br /> established criteria for flood plain and flood hazard management <br /> and regulation. Ordinance No. 213 references the HUD studies <br /> and studies by the Hennepin Soil and Water Conservation District � <br /> to identify floo'd �hazard areas . Ordinance No. 213 establishes <br /> _ (and continues) reasonable regulations, including regulations � <br /> required by DNR and HUD, to prevent adverse land use or development <br /> in flood hazard areas and to control reasonable land use in those <br /> area s. . • <br /> . _� � . <br /> 6. The �ity of Orono, as a municipal corporation acting under statutory <br /> authority from the State of Minnesota; has adopted various ordinances <br /> which locally regulate use and development of the Marina property <br /> including the following: � <br /> �a) The Orono Municipal Code �Codified Ordinances adopted up to <br /> January 1, 1968) and amendments including: <br /> • 1. ::hapter 25 : Public and Private Sewers <br /> 2, Chapter 26: Numbering of Houses and Buildings <br />
