The existing residence is partiall} within the 0-75' <br />zone. Per Exhibit H, applicant indicates that, contrary to <br />staf f's iaeasurement on the small scale survey, the proposed <br />addition will be no closer to the lake than portions of the <br />existing house. <br />Hardcover in the 0-75' zone is proposed to increase from <br />5.7% to 7.6%. No hardcover removals are proposed. <br />In conjunction with the greenhouse addition, ap.licant <br />proposes to construct a 24"-30" retaining wall r.t the top if the <br />bank adjacent to the house (see Exhibit H). Also, applicant <br />proposes to construct a draintile between the hf.uRe and the <br />lakeshore bank to transport surface run-off from the 0-75' zone <br />to a wet well in the 75-250' lone, which would ultimately <br />discharge over land in the 75-250' zone. <br />The Planning Commission, at their October Ifth meeting, <br />recommended approval of the hardcover and setback variances and <br />conditional use permit for grading, on a vote of 5-2. In their <br />minority opinion, Planning Commissioners Kelley and Cohen <br />indicated that they felt thatt there was no hardship nor <br />justification shown for the increase in hardcover and structure <br />in the 0-75' zone. Ccmmen*s from the Planning Commissioners <br />recommending approval indicated that the relatively low <br />percentage of hardcover in the 0-75' zone coutled with the fairly <br />insignificant visual impact from the lake, were positive aspects <br />of the request, as was the intent to direct drainage a,ray from <br />the shoreline. <br />
