Members of the City of Orono
Planning Commission
Ms. Jeanne Mabusth
August 31, 1989
Page Four
1. It is not clear from the Developer's Revised Plat
whether the lots bordering Leaf Street and Fox Street will
have direct access to these streets. We would like the
Developer to clarify that double access will not be permitted,
dnd that no variances will be sought for double access. The
lots should derive access exclusively from the proposed
arterial roadway.
2. To insure that all state and federal laws are complied
with, the City should require the Developer tc indicate wt-ether
any of the ponds and low areas located on the Proposed
Development come within the jurisdiction of the Minnesota
Department of Natural Resources, the United States Department
of Fish and Wildlife, or the Army Corp of Engineers.
3. We note that Lake Minnetonka is 3 to 4 feet below
its normal level. It is reasonable to assume that this has
an effect on the water level of the ponds and low areas located
on the Proposed Development. The City should ascertain that
the Developer's Revised Plat takes account of the current.
low water level.
4. .1 a Developer should, as required, provide the City
with a SLJ,!3 Water Management Plan and a Soil Erosion Control
Plan. Sir( - runoff to Lake Minnetonka flows through the
property .:•f one of us, we wou:.d like to review these plans
as soon as they are submitted to the Planning Commission.
5. On -site septic testing should be completed to the
Planning Commission's satisfaction on each of the proposed
lots.
6. The Developer should provide the City with a
vegetation map, indicatir7 the location of existing shade
trees and proposed buffer trees. The City should insist on
the reasonable pre-ervation oi: all existing trees, and should
require, in addition to landscape buffering, that new shade
trees be planted in the cpen areas of the Propcsed Development.
