COINM MEETING
OCT 231989
10489.2
TO: Mayor and City Council CITY OF OROF
FROM: Mark E. Bernhardson, City Administrat
DATE: October 18, 1989
SUBJECT: Woodhill County Club - Request for License
Attachment: A. License Review - Woodhill Country Club Dated
9/22/89 (presented to Councilmembers
individually under separate cover)
B. City of Orono Letter Dated 8/16/89
C. Map/Aerial Photo of Area
ISSUE -
1. Holding of public hearing in regard to licensing.
2. Determine if license issuance is appropriate and if so,
under what conditions.
INTRODUCTION - Woodhill County Club has a liquor license for the
club House through the City of Wayzata. As you will note on the
map the jurisdictional boundries for Wayzata were extended into
Orono to accommodate the licensing of the Club back many years
ago. They do however have an old barn area in Orono which was
previously used as a stable. In recent years the structure has
been converted with the main floor being used as a social
gathering area. In order for the Country Club to serve liquor in
that structure it would require a license from the City of Orono.
The Club is initiating this because they have had requests for
receptions and other social gatherings in this location with
alcoholic beverages. Interested parties have often indicated
that they could bring in the alcohol, however, from a liability
standpoint the Country Club would like to be the dispenser of any
alcoholic beverages that are served there and in doing so would
need a license. The license would be in the same catagory as
other country club licenses, however, the frequency of the use is
expected to be substantially less.
DISCUSSION - As noted in the investigation, there were no
problems that were associated with the site in advance of the
operation. In a check with the City of Wayzata regarding license
of the Club House itself, there did not appear to be any
problems.
When the City had originally been contacted regarding the
possibility, Attachment B outlined potential issues related to
the licensing of this area.
