�OUNCII MEETING <br />OCT 23 1989 <br />MINUTES OF THE SPECIAL ORON <br />2O COUNCIL MEETING yll l OF ORONO <br />HELD 1989 <br />1 OR <br />ONO <br />6:34 P.M. <br />The Council met on the above date with the following <br />members present: Acting Mayor Callahan, Councilmembers Goetten, <br />Nettles and Peterson; Mayor Grabek was absent. The following <br />represented the City staff- City Administrator Bernhardson, <br />Finance Director Kuehn, Bu, ding & Zoning Administrator Mabusth, <br />Public Works Director Gernardson, Police Chief Kilbo and City <br />Clerk Hallin. <br />ASSESSMENT ROLL <br />DELINQUENT UTILITY BILLINGS <br />RESOLUTION #2714 <br />It wag moved by Acting Mayor Callahan, seconded by <br />Councilmember Goetten, to adopt Resolut=nn #2714 providing for <br />the collection of delinquent char :or 1989 sewer and water <br />utility services, annual septic insf._.._-on and recycling program <br />fees. Motion, Ayes 4, Nays 0, Mot ioi, passed. <br />ASSESSMENT ROLL <br />DELINQUENT GENF , IAL SERVICES <br />RESOLUTION #27i�) <br />It was moved by Acting Mayor Callahan, seconded by <br />Council. :,ember Nettles, to adopt Resolution #2715 providing for <br />the collection of delinquent Developers' Feas and Alarm Users' <br />fees in the amount of $4,866.59 and to add 10.0% :n-.erest to the <br />amounts due. Motion, Ayes 4, Nays 0, Motion passed. <br />PUBLIC COMMENTS <br />There were no public comments. <br />SET PUBLIC BEARING DATE <br />1990 BUDGET <br />City ;administrator Bernhardson stated that the City had <br />received notification that because of the special session of the <br />Legislature currently in progress the State has recommended that <br />t`- date of the public hearing not be set at this time. <br />PRESENTATION AND REVIEW OF <br />PROPOSED 1990 BUDGET <br />City Administrator noted for Council the new pages III - <br />a, VII and VII-a. After discussion regarding comparison of <br />previous budget compared to present law and anticipated changes, <br />upcoming major expenditures and additional funds not shown in the <br />proposed budget Acting Mayor Callahan asked if there were any <br />questions.on line items in the budget. <br />Councilmember Goetten asked why there was a decrease in <br />the LMCD budget from t'..e previous year. Finance Director Kuehn <br />stated that $15,000 was added to the 1989 'MCD !:udget -or the <br />Eurasian Milfoil problem. <br />
