MINUTES OF THE PLANNING COMMISSION MEETING SEPTEMBER 18, 1989 <br />ZONING FILE #1458-BICERNICH CONTINUED <br />Mr. Bichanich said that he intends to combine the two lots, <br />but he needs to refinance in order to do that. In order to <br />refinance, he has to make some improvements to the house. He <br />said that once the lots are combined and sewer goes in, he would <br />either incoporate the guest house into the principal residence or <br />remove it. <br />Chairman Kelley indicated that he too had a concern <br />regarding the intensification of the use and the effect it will <br />have on the septic system. <br />Planning Commissioner Brown asked Gaffron if there was <br />another drainfield site on the property? <br />Gaffron replied that it was very likely that a conforming <br />system could not be installed. He said that the soil type will <br />probably call for a mound system, but there is not enough area <br />with suitable slopes on the lot for a mound system. <br />Chairman. Kelley questioned whether the combination of these <br />two lots could be a condition of approval? <br />Gaffron and Mabusth believed that such a condition could be <br />part of the approval of the variance. <br />Mr. Bichanich presented a letter that he had received from a <br />neighbor supporting his application. <br />There were no comments from the public regarding this matter <br />and the public hearing was closed. <br />Planning Commissioner Brown indicated that he was concerned <br />about the septic system. <br />Gaffron said that the septic code is not part of the zoning <br />code. He said that he would have to take this issue to Council <br />for some direction. <br />It was moved by Planning Commissioner Hanson, seconded by <br />Planning Commissioner Cohen, to recommend approval of the side <br />setback variance to construct a second story addition. Kelley <br />informed the Bichaniches that it is really the intent of the City <br />to have these lots combined and the guest house torn down. <br />Motion, Ayes-6, Nays-0, Motion passed. <br />#1459 JAMW MULVANNY <br />559 Pi= LAM <br />vARs�ces <br />PUBLIC BEARING 9:10 P.M.
