Additionally, <br />although applicant owns the lot and cabin adjacent to the other <br />side, he is not able to combine the two properties due to their <br />contract for deed status, hence a 22' side setback variance is <br />required also from the north lot line. <br />A number of issues are i•. 7ed by this proposed addition, as <br />follows: <br />1. Status of non -plumbed cabin at 324 Westlake Street as a <br />guest house. <br />2. Average lakeshore setback line det armination. <br />3. Increase in intensity of use from a 1 bedroom to a 2 <br />bedroom use, without the ability to upgrade or replace <br />existing substandard but functional septic system to a fully <br />conforming status. <br />At their September 18, 1989 meeting, Planning Commission <br />voted 4-2 to recommend approval of the side setback variance, and <br />address the above issues as follows: <br />
