I Zoning File #1411 September 22, 1989 Page 2 of 2 Review of Current Application - Please review the attached staff memo dated September 1, 1989, Planning Commission minutes of June 19, 1989 and September 6, 1989 for background information on this review. The Planning Commission unanimously adopted the approval option set forth by staff in the September 1st staff memo. In addition, they advised staff that the preliminary subdivision must not be scheduled for Council's formal action until the Minnehaha Creek Watershed District had approved the preliminary drainage and grading plans for the subdivision. The District granted preliminary approval at their September 28, 1989 meeting. In addition, the Planning Commission asked for formal landscape plans (review Exhibit X). In consideration of the tree -less terrair and the directives of Section 11.60, Subdivision 2 (A) & (3), Council may wish applicant to provide more tree plantings within the interior of the plat. If the developer is fearful that such young plantings would die withcilt care, the City may be able to request that the buyer and developer of each lot be responsible for planting a certain number of trees within the boulevard area of each lot. This may be set forth in the private covenants of the developer. Council may ask staff to work with the developer to refine land- scape plan. The final condition requested of the applicant was that the internal through road for the subdivision be realigned and redefined by having Outlot B as part of the through road Outlot C rather than the current plan that shows an intersection at right angles with proposed stop signs. Each of the cul-de-sac roadways would be defined as separate outlots. The developer may wish to comment on this. The enclosed preliminary resolution has been drafted per the Planning Commission recommendation and can be amended if need be. As of this writing, the City staff has not been contacted regarding the entrance monuments or signage for the subdivision. Staff has drafted the enclosed approval resolution of the preliminary subdivision of Fox Bend for Council's review and action.
