I <br />Zoning File #1411 <br />September 22, 1989 <br />Page 2 of 2 <br />Review of Current Application - <br />Please review the attached staff memo dated September 1, <br />1989, Planning Commission minutes of June 19, 1989 and September <br />6, 1989 for background information on this review. The Planning <br />Commission unanimously adopted the approval option set forth by <br />staff in the September 1st staff memo. In addition, they advised <br />staff that the preliminary subdivision must not be scheduled for <br />Council's formal action until the Minnehaha Creek Watershed <br />District had approved the preliminary drainage and grading plans <br />for the subdivision. The District granted preliminary approval <br />at their September 28, 1989 meeting. In addition, the Planning <br />Commission asked for formal landscape plans (review Exhibit X). <br />In consideration of the tree -less terrair and the directives of <br />Section 11.60, Subdivision 2 (A) & (3), Council may wish <br />applicant to provide more tree plantings within the interior of <br />the plat. If the developer is fearful that such young plantings <br />would die withcilt care, the City may be able to request that the <br />buyer and developer of each lot be responsible for planting a <br />certain number of trees within the boulevard area of each lot. <br />This may be set forth in the private covenants of the developer. <br />Council may ask staff to work with the developer to refine land- <br />scape plan. <br />The final condition requested of the applicant was that the <br />internal through road for the subdivision be realigned and <br />redefined by having Outlot B as part of the through road Outlot C <br />rather than the current plan that shows an intersection at right <br />angles with proposed stop signs. Each of the cul-de-sac roadways <br />would be defined as separate outlots. The developer may wish to <br />comment on this. The enclosed preliminary resolution has been <br />drafted per the Planning Commission recommendation and can be <br />amended if need be. <br />As of this writing, the City staff has not been contacted <br />regarding the entrance monuments or signage for the subdivision. <br />Staff has drafted the enclosed approval resolution of the <br />preliminary subdivision of Fox Bend for Council's review and <br />action. If Council members have any questions prior to the <br />meeting, please feel free to contact staff. <br />
