Gaff ron, Asst Planning & 'Zoning Administrator <br />DATE: September 7, 1989 <br />SUBJECT: #1442 The Landschute Group, Inc., 3300 Bayside Road/375 <br />Leaf Street - Preliminary Subdivision - Resolution <br />Zoning District - LR-lA Single Family Residential 2 Acre <br />Unsewered. <br />Application - 2 lot subdivision of vacant land to create two <br />building sites. <br />List of Exhibits <br />Exhibit A - Planning Commission Action Notice 8/22/89 <br />Exhibit B - Planning Commission Minutes 8/21/89 <br />Exhibit C - Draft Resolution <br />Exhibit D - Memo and Exhibits of 8/17/89 <br />Discussion - Please review the memo and exhibits of 8/17/89. <br />Briefly, this subdivision received previous Council approval in <br />1987 but was never filed due to the previous applicant's failure <br />to pay the required fees. The prior approval expired on November <br />9, 1988. <br />The proposal is to split this 5.8 acre parcel into two lots, each <br />exceeding 2 acres in area. Technically, lot width variances are <br />needed for each lot, the hardship being the historic <br />configuration of the property, with 70 feet of frontage on Leaf <br />Street and 121 feet of frontage on Bayside Road. <br />Neighboring property owners have generally expressed opposition <br />to this subdivision, noting concerns about driveway and culvert <br />locations as well as drainage concerns. The City Engineer has <br />reviewed the proposal and has defined the location of the <br />necessary drainage easements to accommodate the two significant <br />drainageways on the property. Neighbors have also requested that <br />trees bordering the property be allowed to remain. <br />Each lot has been shown to have suitable sites for primary and <br />alternate drainfields. Driveways and house sites can be <br />adequately located to avoid conflict with the drainfield sites. <br />The applicant has proposed separate driveway curb cuts for each <br />proposed lo+ Both access locations have adequate sight distance <br />and would n :ause safety problems. <br />
