Staff has determined the following <br />areas within the setback zones. <br />0-75' setback area 9,727 s.f. <br />75-250' setback area 18,678 s.f. <br />Also note that staff adjusted the proposed hardcover to <br />include the 24 s.f. area of step on lakeside of house. (Review <br />Exhibit H) <br />The proposed addition prov.Ldes for a new living room, dining <br />room and three season porch on the first level and a master <br />bedroom sui•;.e and office on the second level wits balcony on the <br />lakeside. The applicant proposes a major imp?ovement of he <br />property. The hardcover is now shown at a total of 32%. Note <br />there is no hardcover within the 0-75' setback. rea. The City <br />has received no negative comments from the adjacent neighbors. <br />Based on the view windows of the adjacent residences there will <br />be a negligible impact on lakeward views. <br />In consideration of previous actions of the Planning <br />Commission wiLh similar variance requests, the applicant must be <br />asked to remove existing hardcover. Total improvements should be <br />limited to a percentage of hardcover. <br />Options of Action - <br />1. Denial. If denied Planning Commission should refer to <br />the necessary findings in Section 10.08, Subdivision 3 (B). <br />2. Approval. :f approved Planning Commissioni may wish to <br />consider the following findings: <br />1. The encroachment of the average lakeshore setback is <br />minimal at 1 to 1 1/2' and will have no negative impact on <br />the '3keward views of the adjacent residences. <br />2. There is no hardcover in the 0-75' setback area on the <br />property. <br />J. The proposed total area or size of the residence <br />structure is consistent with the size and area of <br />surrounding residences on adjacent lots of similar size. <br />4. A significant amount of the runoff created by the <br />hardcover on this property runs to the rear and street side <br />of the yard. <br />Options of Conditions - <br />a. To maintain total hardcover at existing level at 29.51 <br />requiring the removal of 481 s.f. of existing improvements <br />or. <br />b. Limit hardcover to 30 or 31% requiring the removal of <br />394 s.f. or 207 s.f. of existing hardcover. <br />
