Zoning File #1448 <br />September 7, 1989 <br />Page 2 of 3 <br />Additionally, Hennepin County requests that the driveways <br />for Lots 1 and 2 be located at the northeast corner of each <br />respective lot. This is no problem for the proposed Lot 1 <br />building site, but would require relocation of the existing <br />driveway for Lot 2, again having a significant effect on not only <br />the existing drainfield site but on one of the tested alternate <br />sites. Since Lot 2 has any number of likely suitable drainfield <br />sites on the westerly portion of the property, if the <br />constructic: of County Road 116 ultimately destroys the existing <br />drainfield system, staff would not anticipate problems in <br />relocating that system. However, stafc feels the City should not <br />require relocation of the driveway until such time that County <br />Road 116 becomes a reality. <br />The Planning Commission at their i«eeting of August 21st, <br />voted 4-1 to recommend approval of the proposed plat subject to <br />the following conditions: <br />1. An area 130' in east/west width and 140' in north/south <br />width at the northwest corner of the property shall be <br />devoted exclusively for drainfield sites and drainfield <br />setbacks. No building construction shall encroach upon this <br />defined area. The drainfield sites shall be fenced off <br />during house construction. <br />2. Approval of a separate driveway for proposed Lot 1 onto <br />Willow Drive, location and culvert subject to approval of <br />Public Works Department. <br />i. Dedication on the plat of an additional 7' of right-of- <br />way for Willow Drive, creating a 40' right-of-way from the <br />center line. <br />4. Standard drainage and utility easements to be shown on <br />the plat along all property boundaries. <br />5. A 20' drainage easement shall be dedicated on the plat <br />between the pond and the west lot line of Lot 1. Current <br />Conservation & Flowage Easement over the pond shall remain <br />in effect. <br />6. Wetland setbacks in the vicinity of the pond shall be <br />measured from the 1034' contour as shown on the topographic <br />survey. No setback shall be required from the 20' <br />drainageway easement. <br />7. Applicant shall remove one or more existing accessory <br />buildings so that the total footprint area of remaining <br />accessory buildings does not exceed 2,400 square feet. <br />
