Hawkinson, 1125 Willow Drive North - <br />Preliminary Subdivision - Resolution <br />Zoning District - RR-1B, 2 acre, unsewered <br />Application - Two lot subdivision to create a new building site. <br />List of Rzhibits <br />Exhibit A - Proposed Resolution <br />Exhibit B - Notice of Planning Commission Action 8/22/89 <br />Exhibit C - Letter from Hennepin County Department of Public <br />Works 8/21/89 <br />Exhibit D - Memo & Exhibits of 8/15/89 <br />Discussion - <br />Please review the memo and exhibits of August 15, 1989. <br />This is a request to subdivide this 5.91 acr parcel to create a <br />new 3.38 ac:e building site. <br />Because the property is relatively low, staff carefully <br />reviewed the site information available ai:-3 requested a special <br />review of the drainage by applicant's engineer. Based on the <br />information provided, an additional drainage easement will be <br />required in conjunction with the existing Conservation and <br />Flowage Easement for the pond in proposed Lot 1. Elevations <br />downstream from the pond suggest that, similar to the two <br />neighboring lots to the west, a residence can be constructed on <br />this property _f special consideration is given to designing for <br />the marginal soil conditions. <br />Note that the only sui*able sites for primary and alternate <br />on -site systems are in the northwest corner of the lot, where an <br />area of LeSeur loam soil exists that is suitable for mounds. <br />Since the Planning Commission meeting, Hennepin Courity has <br />sent a letter requesting additional right-of-way of 17' along <br />Willow Drive, to accommidate the County Road 116 extension. <br />Planning Commission did address this expected request, and agreed <br />with staff that only 7' of additional right-of-way should be <br />dedicated with this plat, and that Hennepin County should deal <br />with the property owner in gaining the final 10' of right-of-way. <br />This is consistent with the City's position on the Otten Brothers <br />property at Willow Drive and Highway 12. Note that Mr. Hawkinson <br />has a considerable concern regarding the extra right-of-way, <br />since it will encroach into his existing drainfield area. <br />
