§ 5,32.060 ORONO CODE <br />term "through traffic" means originating without ARTICLE II. It is unlawful for any <br />person to drive a tractor, agricultural imple- <br />ment, truck, truck -trailer, or tractor -trailer over <br />9,000 pounds gross vehicle weight on any city - <br />owned -and -maintained street that is posted "No <br />Trucks" when such designation is approved by <br />the council. <br />(c) Exemptions. Stats. § 169.87, subd. 1. <br />Sec. 5.32.070. Exhibition driving. <br />(a) Prima facie evidence. It is prima facie <br />evidence of exhibition driving when a motor <br />vehicle stops, starts, accelerates, decelerates or <br />turns at an unnecessary rate of speed so as to <br />cause tires to squeal, gears to grind, soil to be <br />thrown, the engine to backfire, fishtailing or <br />skidding, or, as to two -wheeled or three -wheeled <br />motor vehicles, the front wheel to lose contact <br />with the ground or roadway surface. <br />(b) Unlawful act. It is a misdemeanor for any <br />person to do any exhibition driving on any street, <br />parking lot, or other public or private property, <br />except when an emergency creates the necessity <br />for such operation to prevent injury to persons or <br />damage to property. This section shall not apply <br />to driving on a racetrack. <br />(Code 1984, § 7.12; Code 2003, § 66-7) <br />State law reference —Careless or reckless driving, Minn. <br />Stats. § 169.13. <br />The public services department and the chief <br />of police are authorized to erect such traffic or <br />parking control devices as may be necessary or <br />desirable to preserve public safety and the orderly <br />movement of traffic; and when traffic and park- <br />ing control is marked or signposted, such mark- <br />ing or signposting shall attest to authorization. <br />The city may require the erection or removal of <br />signs on private roads at the expense of the <br />private road owner. Except as otherwise required <br />by the city, private road owners may erect, <br />regulate and privately enforce other traffic and <br />parking restrictions within the private road right- <br />of-way. <br />(Code 1984, § 6.04(1); Code 2003, § 66-41) <br />State law references —Authority to regulate traffic by <br />means of traffic control signals, Minn. Left turns prohibited. <br />The chief of police may, in his discretion, and <br />with the consent of the council, prohibit left <br />turns entirely, or during specified hours, at <br />certain intersections. <br />(Code 1984, § 7.11; Code 2003, § 66-42) <br />Sec. 5.32.130. Loading zones. <br />The council may, by resolution, establish load- <br />ing zones to be used for the specific purpose of <br />loading or unloading merchandise from a com- <br />mercial vehicle or vehicle temporarily being <br />utilized in the transport of merchandise. Such <br />loading zones shall be installed by order of the <br />city where in the judgment of the council a <br />commercial loading zone is justified, and duly <br />signposted. <br />(Code 1984, § 8.43; Code 2003, § 66-43) <br />Sec. 5.32.140.
