Establishing basic rate. <br />The basic system rate to be charged against <br />an average single-family residence shall be <br />included in the city fee schedule and shall be <br />changed as necessary by resolution of the council. <br />The charge to be made against all other <br />nonresidential properties shall be made in <br />accordance with section 2.04.1150. <br />(Code 2003, § 14-254; Ord. No. 213(2nd series), <br />§ 1(4), 12-10-2001) <br />Sec. 2.04.1150. Rates and charges. <br />(a) Residential equivalent factor. Rates and <br />charges for the use and availability of the system <br />shall be determined through the use of a <br />residential equivalent factor (REF). For the <br />purposes of this subdivision, one REF is defined <br />as the average volume of surface water runoff <br />coming from an average single-family residential <br />lot of 2.0 acres of land and 20 percent impervious <br />surface. <br />(b) Standardized acreage. For the purpose of <br />simplifying and equalizing charges against <br />property used for average single-family residential <br />purposes, such properties shall be considered to <br />have an acreage of 2.0 acres. <br />(c) Determination of REFs; nonresidential <br />properties. REFs for all land uses other than <br />residential uses shall be based on the percentage <br />of impervious surface and size of the property as <br />listed in the following table. The owner, occupant <br />or person in charge of any premises shall supply <br />the city with such information as the city may <br />reasonably request related to the use, develop- <br />ment and area of the premises. Willful failure to <br />provide such information or to falsify it is a <br />violation of this subdivision. <br />(b) Estimated charges. If the owner, occupant <br />or person in charge of any premises fails or <br />refuses to provide the information requested, as <br />provided in subsection (a) of this section, the <br />charge for such premises shall be estimated and <br />billed in accordance with such estimate, based <br />upon information then available to the city. <br />(Code 2003, § 14-256; Ord.
