Public works department. <br />(a) The public works department is hereby <br />established. <br />(b) The public works department will be headed <br />by the public works superintendent with <br />responsibilities for matters relating to <br />maintenance, management, and operation of the <br />physical property of the city assigned to the <br />department. The public works department will <br />consist of the following divisions: <br />(1) Streets and stormwater: responsible for <br />maintenance of city streets, parking lots, <br />sidewalks and care of trees on street <br />rights -of -way as well as the maintenance <br />and management of the city's stormwa- <br />ter systems. <br />(2) Utilities: responsible for sewerage collec- <br />tion, water distribution, water treat- <br />ment, and water meters. <br />(3) Fleet: responsible for equipment <br />maintenance of city vehicles and equip- <br />ment. <br />(Ord. Parks department. <br />(a) A parks department is hereby established. <br />(b) The parks department will be headed by <br />the parks superintendent who will have <br />responsibilities for the acquisition and develop- <br />ment of the city's park system, maintenance of <br />all city -owned or leased land and buildings, and <br />the care of trees on street rights -of -way and on <br />park property. <br />(Ord. Community development <br />department. <br />(a) A community development department is <br />hereby established. <br />(b) The community development director will <br />have supervisory responsibility over the func- <br />tions of planning and zoning, inspections, economic <br />development and building safety. This section <br />will be headed by a director who will be responsible <br />to the city administrator for the efficient opera- <br />tion of the departments under the director's <br />jurisdiction. The community development depart- <br />ment will consist of the following sections/ <br />functions: <br />(1) Planning and zoning. Enforcing compli- <br />ance with the city's land development <br />code and the comprehensive plan; review- <br />ing and recommending revisions of the <br />same; supporting and guiding the plan- <br />ning commission, preparing reports and <br />plans for the development of the city <br />relative to growth, subdivisions, zoning, <br />environmental review, annexations and <br />other related problems. <br />(2) The building safety department will be <br />headed by the chief building official, who <br />will have responsibilities for the enforce- <br />ment of all laws and ordinances relating <br />to the construction of buildings. <br />(Ord. Administrative department. <br />(a) An administrative department is hereby <br />established. <br />(b) The administrative department is headed <br />by the city clerk with responsibilities for the <br />issuance of licenses and permits, recording and <br />custody of official documents, legal publication, <br />the administration of elections, and city com- <br />munications. <br />(Ord.
