Zoning File #1417 <br />June 14, 1989 <br />Page 3 of 4 <br />B) Applicant can provide an earthen barrier to <br />residences to south and west with following grading <br />options: <br />i. Final grades of proposed substation are <br />proposed at 978.3 on the east and 979 on the west. <br />Applicant can excavate area to 970 elevation and <br />use fill to create berms on west and souI:-i side of <br />station. OR <br />ii. Move substation eastward to 970 elevation. <br />Install substation westward of the 970 (-levation, <br />excavating to the 970 elevati,7n. Applicant is <br />4dvised of the 26' setback f._om the adjacent <br />wetland at approximately the 964 elevation. The <br />setback must be maintained during construction. <br />Berming can also be provided with the additional <br />fill resulting from the excavated material. <br />C) In reviewing Exhibit K, the landscape plan, it <br />would appear that some of the existing trees are to be <br />removed with the installation of the substructure. <br />Many of the existing plantings are mature trees. The <br />City would encourage applicant to maintain as many <br />as possible of the existing plantings. To ensure the <br />visual barrier to the adjacent residential properties, <br />the earthen berms adjacent to the substat n on the <br />west and south side can also be provided with <br />plantings. Applicant is to advise if this- creates a <br />problem for the operation of the substation. <br />Staff has discussed the applications with only one of the <br />affected property owners, representative of the developer of <br />Huntington Farm. As of this writing staff has received no <br />written cormentary or received any calls from other adjacent <br />residents. The applicant will have various technical <br />representatives at the meeting to answer any questions residences <br />or members of the Commission may have concern ng the proposed <br />application. If the application meets with the appzcval of the <br />Commission, such approval should be conditioned on the following: <br />1. Applicant to obtain the appropriate permit from the City <br />of Orono for the proper abandonment of the residential well <br />on the site. <br />2. Applicant to provide appropriate erosion cont-ol (silt <br />fencing) prior to the installation of the substation through <br />construction until ground cover is restored. <br />3. Berming to be provided along the south and west sides of <br />the substation. The City to encourage evergreen plantingG <br />within the bermed area. <br />
