MINUTES OF THE PLANNING CC0`a!'a' ;;TON MEETING JUNE 19, 1989 <br />ZONING FILE #1417-NSP CONTINUED <br />straightened out the substation would face a different direction. <br />Planning Commissioner Johnson questioned whether there would <br />be a need for additional. overhead lines? Mr. Fisher responded <br />that the current single phase line extending along County Road 6 <br />would need to be upgraded to three -prase line. <br />Zoning Administrator Mabusth asked Mr. Fisher to confirm t1e <br />actual height of the pole. Mr. Fisher said that the pol, would <br />be 40' high with a lightening rod that would extend an additional <br />lV . <br />Ms. Eileen Hassel-840 Huot Farm Road, questioned how the <br />land being used by NSP was zoned for this type of use in the <br />midst of residential zoning? Mabusth explained that NSP's use of <br />this property e,as a permitted use in this zoning district with a <br />conditional use permit. <br />Mr. William Fraser-830 Hunt Farm Road, ,laid that the <br />proposed structure would be an eye sore and would ha,e a negative <br />impact on his property value. <br />Acting Chairperson Bellows asked about the noise impact? <br />Mr. Hargraeves replied that a hum would be audible, but that the <br />screening would reduce the 'impact on neighboring properties. <br />Bellows asked what other properties NSP had looked at as <br />alternatives to this particular site. Mr. Hargraeves replied <br />that two sites near the Luce Line were considered. The site had <br />to be one that currently had a heavy duty line and was in the <br />area where service needed to be increased. <br />Ms. Hassel asked why the Luce Line and Baker Park locations <br />were not chosen? Mr. Hargraeves replied that the DNR would not <br />allow the substation to be built along the Luce Line. He was <br />uncertain as to why the Baker Park location was omitted. Mr. <br />Stephen Pflaum inte.:jected that to the best of his knowledge <br />Baker Park -..as government land and it would take nearly an act of <br />Congress to allow the park land to be divided. <br />Mr. Fraser questioned whether there would be any possible <br />contamination of Painters Creek Watershed District? The issue of <br />PCB's was also discussed. Bellows asked why an environmental <br />impact study had not been done for this substation? Mr. Fisher <br />replied that such studies were only required for high voltage <br />stations. Bellows directed staff to work with the concerned <br />residents due to the fact that irreversible damage to the area <br />could occur. <br />Planning Commissioner Hanson indicated that he too was <br />concerned about the possibility of decreasing real estate values <br />and the noise. <br />Planning Commissioner Brown said that the noise of Highway <br />12 itself would be louder than the hum from the substation. <br />13 <br />
